Biography Ambassador Touré has a strong background in public administration and international relations. He has actively participated in international meetings and training workshops. He has exceptional soft skills, including communication, critical thinking and problem-solving, and an excellent academic record. He speaks and writes fluently in French and English. In 1993, he obtained a Bachelor of Arts degree in English from the University of Abidjan. From 1996 to 1998, he studied diplomacy at the École Nationale d’Administration (ENA). After graduating from this institution, he was enrolled in the training program of the Japan International Cooperation Agency (JICA) in Tokyo, Japan. This internship allowed him to deepen his knowledge of financial and technical cooperation mechanisms in Japan. In the same year, he was first employed as a Research Officer in the Africa, Asia and Middle East Department of the Ministry of Foreign Affairs of Côte d’Ivoire in Abidjan. In 2000-2001, Ambassador Touré participated in two training programmes in Rotterdam, the Netherlands, and Beijing, China. In the early 2000s, he participated in various international meetings and became a member of several institutions and organisations, including the Royal African Society, Chatham House and the Business Council for Africa (BCA). In 2000, he was promoted to the position of First Secretary for Economic and Commercial Affairs at the Embassy of Côte d’Ivoire in the United Kingdom. In 2006, Ambassador Touré was promoted to the position of Economic Affairs Counsellor. From 2002 to 2012, Ambassador Touré organised a series of events on economic relations and investment opportunities for British investors in Côte d’Ivoire. These events enabled him to improve his organisational, time management and conflict management skills. His academic career ended in 2005 after obtaining a postgraduate degree in Political Economy at the University of Westminster in London. In 2012, he continued to organize events by participating in the Conference on Investment Opportunities in Mining and Hydrocarbons. From 2013 to 2015, he organized and participated in a series of meetings and events on economic, trade and security issues. Professional development continued in 2014 when Ambassador Touré was enrolled in the training seminar on Geopolitical and Strategic Issues in West Africa. This allowed him to advance in his career and obtain the position of Deputy Director and Research Officer in the Office of the Minister of State in 2012 and to be promoted to Deputy Director of Geopolitical Analysis. The professional career was oriented towards development in the field of diplomacy. In 2016, Ambassador Touré became Advisor to the Permanent Representative of Côte d’Ivoire to the UN in New York, USA. This was the starting point of a new career evolution. After completing trainings at UNITAR on conflict resolution and in Beijing on the UN Security Council, Ambassador Touré was ready to move to higher diplomatic positions. In 2018-2019, he served as Political Coordinator at the UN Security Council and in 2019, he was appointed Ambassador and Deputy Permanent Representative of his country to the UN Headquarters. Working in the UN structure allowed him to accumulate significant experience in diplomacy and international relations. While working on the UN Security Council, he visited Mali and Burkina Faso in 2019. Finally, he was tasked, as Vice-President, with drafting and presenting the United Nations Convention on the Law of the Sea (UNCLOS) in 2020 and 2021.
